Many, if not most, leaders have experiences with employees who are clearly smart and capable of being among the top performers, but seem to have no willingness or motivation to do so. You can see their potential, but you can’t get them to step up. You don’t want to lose them as employees because their skills and knowledge are so valuable, but the rest of the team works their tails off “around” them, rather than in tandem with them. Maybe your peers and other managers even tell you to get rid of them.
